WORK STATION: Operations Section

RESPONSIBILITIES: The Operations Section Chief, a member of the DOC Command Staff, is responsible for the management of all operations directly applicable to the primary mission. The Operations Chief activates and supervises operations and organizational elements in accordance with the incident action plan; assists in the development of the action plan and directs its execution. The Operations Section Chief directs the formulation and execution of subordinate unit operational plans, requests or releases resources, makes expedient changes to the incident action plan (as necessary), and reports such to the DOC Director. This position may have an assistant, if necessary.

It is assumed that there will be communication with the County Emergency Operations Center (EOC) if the demands on this Section can not be met with the resources available at the HS DOC level. It may be necessary to update the County EOC as tasks are completed and/or information accumulates. Activate Operations Section Units, as appropriate. Ensure Unit Logs are maintained.    
Supervise all activities of the Operations Section.    
Based on severity of incident, and guidance on initial work activities, determine Operations Section personnel requirements. For extended operations consideration should be given to relief personnel. Shifts should not exceed 12 hour periods. Establish personnel schedule and rosters.    
Notify the Human Resources Unit in Logistics of Section Units activated including names and locations of all assigned personnel.    
Report special incidents and provide information as requested to the Emergency Medical Services (EMS) Unit Leader and the Situation Status Unit Leader in the Planning Section.    
Provide updates to DOC Director.    
Assist in the initial development and the daily review of an INCIDENT ACTION PLAN.    
Develop tactical operations portion of incident action plan.    
Brief and assign operations personnel in accordance with incident action plan.    
Determine need and request additional resources.    
Review suggested list of resources to be released and initiate recommendation for release of resources.    
Assemble and disassemble strike teams assigned to operations section.    
Prepare recommendations for release of resources (to be submitted to DOC Director).    
Establish turnover procedures and conduct shift change briefs at the end of each shift.    
Maintain record of all personnel participating in the Operations Section and their hours on duty. Submit records to Human Resources Officer and Cost Unit Leader.    
Maintain unit log.    
Prior to the end of the operation collect the OPERATIONS SECTION documentation and AFTER ACTION REPORTS.    
Prepare and submit a consolidated OPERATIONS AFTER ACTION REPORT to the DOC Director. The AFTER ACTION REPORT should include a brief overview of support provided during the operation and recommendations to improve operations in the following format:

AGING & ADULT SERVICES (AAS) UNIT LEADER

PRIMARY: Aging & Adult Services Director

ASSIGNED TO:

ALTERNATE: AAS Program Director

REPORT TO: Operations Section Chief

WORK STATION: Operations Section

RESPONSIBILITIES: To carry out the mission of the division by helping to maintain the independence of AAS clients. Establish and maintain contact with facilities: senior housing, skilled nursing facilities, senior centers, adult day health centers, board and care facilities, and the Regional Center. Monitor and facilitate facility, employee, and client needs and status throughout the duration of the disaster.

Obtain situation reports of Board & Care facilities. Use the printout and form provided in your AAS materials.    
Obtain situation reports of ALL Skilled Nursing Facilities in County. Send a copy of the reports to the EMS Unit Leader. Use the printout and form provided in your AAS materials.    
Assess resources and identify resource needs. If appropriate, send request for resources to the Logistics Section.    
Monitor coordination with volunteers/volunteer availability.    
Monitor staff assignments and rotation schedules and share with Human Resources Unit Leader.    
Obtain status reports on client interventions: Meals on Wheels, Senior Centers, etc.    
  Provide updates to Operations Section Chief, as needed.    
Designate location for AAS Operations Center and establish contact.    
Assess needs of clients.    
Triage and coordinate messages from the TIES Line.    
Maintain Unit Log.    
Prior to the end of the operation collect the AAS Unit documentation. Prepare a consolidated AAS Unit AFTER ACTION REPORT to the Operations Section Chief. The AFTER ACTION REPORT should include a brief overview of support provided during the operation and recommendations to improve operations in the following format:

PUBLIC AND ENVIRONMENTAL HEALTH SERVICES

UNIT LEADER CHECKLIST

WORK STATION: Operations Section RESPONSIBILITIES: Maintain communication with Operational Area Disaster Medical Health Coordinator (OADMHC), located in the County Emergency Operations Center (EOC) Medical/Health Branch. Assess and activate responses to public and environmental health issues. Coordinate with Health Services DOC Team and Division Operations Centers.

It may also be necessary to update the County EOC as tasks are completed and/or information accumulates. COMMUNITY NEEDS    
Establish mechanisms to ensure response to high priority Public Health issues.    
Establish Public Health laboratory capable of handling water and other high priority samples, as appropriate.    
Ensure safety of restaurant and retail foods via environmental health.    
Work with Coroner in Operations Branch at County EOC to establish burial permits/death certifications process and capabilities.    
Obtain and assess sewage/solid waste and vector status from Situation/Status Unit Leader. Initiate PIO and field response.    
Obtain and assess water status from HS Situation/Status Unit Leader. Initiate HS PIO and field response.    
Provide information for press releases to HS PIO.    
Assess and determine needs of special populations for medical care and language interpretation.    
Maintain Unit Log.

Obtain list of those facilities reporting major damage or evacuation from Facilities Unit.    
Obtain information of current SMCGH status regarding patients and bed availability. Relay this information to the EMS Unit.    
Participate in meetings with Section Chiefs and SMCGH DOC Commander.    
Maintain Unit log.    
Prior to the end of the operation collect the HOSPITAL & CLINICS documentation. Prepare a consolidated HOSPITAL & CLINICS AFTER ACTION REPORT to the Operations Section Chief. The AFTER ACTION REPORT should include a brief overview of support provided during the operation and recommendations to improve operations in the following format:
