San Mateo County Disaster Plan — 1997

Dear Emergency Medical Services and Health Department Colleagues:

In July, 1996, the San Mateo County Emergency Medical Services Agency received grant funding to produce a Health Services Agency Disaster Plan (HSADP) which would integrate all of the departments of the Agency. The plan was developed to conform to the Standardized Emergency Management System (SEMS). Attached, for your reference, is a copy of the Final Report and Health Services Agency Disaster Plan for the County of San Mateo.

The San Mateo County HSADP reflects the organizational structure of the Health Services Agency as well as the County Office of Emergency Services. We realize that not all counties have the same Health Department and/or County structure and therefore offer our experience (the Final Report) as a tool to assist others in their efforts to create an organizational disaster plan. Since the spirit of SEMS is to allow flexibility in structure while maintaining the purpose and roles and responsibilities of each Section and Branch on the SEMS Organizational Chart, please feel free to refer to our checklists as well. The checklists are available for download in Word.

The HSADP is generic in format, and does not address the levels of disaster or specific disaster scenarios (e.g., earthquake, flood, domestic terrorism); however, we realize this is a necessity and will be improving the plan to address these needs. The HSADP also does not reflect the role of the Operational Area Disaster Medical Health Coordinator (OADMHC) who is placed at the County Emergency Operations Center, and the associate EMS "team" that is located in the County Emergency Command Center to coordinate and handle the EMS System - the HSADP focuses on the role of the Health Services Agency only.
