Public Comment

The Commission on EMS approved the proposed Chapter 1.5 regulations on December 3, 2014.  The proposed regulations will be forwarded to the Office of Administrative Law (OAL) by December 31, 2014.  If approved by OAL, the regulations will be effecitve April 1, 2015.
4th 15-day Comment Period  Chapter 1.5: First Aid Standards for Public Safety Personnel Regulations (Comment period: October 6, 2014 - October 20, 2014- CLOSED)

The Commission on EMS approved the proposed Chapter 1.5 regulations on September 17, 2014. Following that approval, EMSA consulted with the Office of Administrative Law (OAL) prior to submission of the rulemaking file.  Based upon advice received from OAL, EMSA has revised the regulations to correct inconsistency between timeframes required in the retraining and validation of course completion sections.

Changes from the regulation text offered during the 3rd 15-day comment period (September 2, 2014 through September 16, 2014) include: 

  • Consistency between Section 100022 and Section 100029 that a minimum of 8 hours of retraining is required every two years for all public safety personnel;
  • Amendment to Section 100019 to remove the Authority as a party that may authorize use of the optional skill “administration of atropine and pralidoxime chloride” ;
  • Amendment to Section 100020 for consistency with the Chapter.
