The State EMS Plan was one of the primary goals of the Vision Project, and was approved by the EMS Commission on December 9, 2003. The plan continues the effort towards system standardization, streamlining of field operations, and the EMS Authority’s commitment to comprehensive statewide EMS planning.
It has been developed by the EMS Authority with comments by the Vision Leadership Team, the Director’s Advisory Group, and the Planning Implementation Committee. The plan has also undergone a 30-day public comment period, and those comments are included in this packet for your review. There are eight goals and 67 objectives in the State EMS Plan. Each goal and objective in the plan has been cross-referenced with the Vision objectives and National Highway Traffic Safety Administration (NHTSA) recommendations to ensure that the entire system was addressed. Those objectives from the Vision Project determined to be longer-term have also been included. A matrix of references is available in the Appendix of the Plan.
The plan is organized by the eight components of EMS outlined in the Health and Safety Code:
- System Organization and Management
- Staffing and Training
- Communications
- Response and Transportation
- Facilities and Critical Care Centers
- Data Collection and System Evaluation
- Public Information and Education
- Disaster Medical Response
It begins with a description of the current EMS system, EMS Authority programs, and statewide program accomplishments to date. This is intended to provide the reader with an overview of the EMS structure throughout California, which is essential to the implementation of the plan. A table is provided with each objective that identifies the activities to achieve the objective, a section for evaluation (to be completed when starting implementation), and timelines.
In addition to the goals for the original six Vision Project areas (funding, system access, governance and medical control, education and personnel, system evaluation and improvement, and injury prevention and public education), the plan includes sections covering goals and objectives of other EMS components, including trauma system development and evaluation, emergency medical services for children (EMSC), and disaster medical planning and preparedness.
